The purchaser must define the waste stream, output specification, site utilities and conformity responsibilities for the complete installation. A CE mark on one machine does not prove that an assembled washing or pelletizing line is safe, compliant or able to make the required product.<\/p>\n<p>This guide is a procurement framework, not legal advice. Confirm the laws, harmonised standards, permits and national requirements that apply to the specific country, site, machine and date of placing on the market.<\/p>\n<h2 class=\"wp-block-heading\">Start with the process specification<\/h2>\n<p>European location does not create one standard recycling line. A deposit-return PET bottle stream, agricultural film, post-consumer polyolefin rigid packaging and industrial production scrap require different sorting, washing, drying and extrusion designs.<\/p>\n<p>Prepare a mass balance with:<\/p>\n<ul class=\"wp-block-list\">\n<li>Polymer, product form, supplier and seasonal variability<\/li>\n<li>Moisture, dirt, labels, metals, organics and incompatible polymers<\/li>\n<li>Hourly and annual received input<\/li>\n<li>Expected rejects, fines, wastewater solids and usable output<\/li>\n<li>Required flake or pellet specification and test method<\/li>\n<li>Destination of every side stream and residue<\/li>\n<\/ul>\n<p>Capacity should be guaranteed on the stated feed condition and measured as accepted output where possible. A nominal input figure does not show yield or product quality.<\/p>\n<h2 class=\"wp-block-heading\">Equipment modules by waste stream<\/h2>\n<h3 class=\"wp-block-heading\">Sorting and size reduction<\/h3>\n<p>Receiving may require bale opening, manual quality control, optical sorting, metal detection and conveyors before <a href=\"https:\/\/www.energycle.com\/plastic-shredders\/\">shredding<\/a> or <a href=\"https:\/\/www.energycle.com\/plastic-granulators\/\">granulation<\/a>. Select rotor, knives, screen and feeding from the actual product geometry and contaminants. Occasional metal should be detected and removed; it should not be treated as normal shredder feed.<\/p>\n<h3 class=\"wp-block-heading\">Washing and separation<\/h3>\n<p>A <a href=\"https:\/\/www.energycle.com\/recycling-washing-system\/\">plastic washing system<\/a> can combine prewashing, friction, hot washing, density separation and rinsing. The sequence must match the soil and adhesive load. A water float-sink tank separates by effective density; it cannot separate every polymer pair or produce purity without upstream and downstream controls.<\/p>\n<h3 class=\"wp-block-heading\">Dewatering and drying<\/h3>\n<p>Mechanical dewatering, squeezing and thermal drying should be selected from material form and the next process. PET, polyamide and polyolefin film do not share one final moisture target. Specify sampling and moisture test method at the handover point to storage or extrusion.<\/p>\n<h3 class=\"wp-block-heading\">Extrusion and pelletizing<\/h3>\n<p>The <a href=\"https:\/\/www.energycle.com\/plastic-pelletizers\/\">pelletizing line<\/a> must match polymer, bulk density, moisture, print, volatile load and contamination. Review force feeding, screw configuration, degassing, melt filtration, cutter type, cooling and pellet handling as one system. For food-contact recycled plastic, machinery purchase alone does not establish regulatory authorization.<\/p>\n<h2 class=\"wp-block-heading\">EU machinery rules and CE responsibilities<\/h2>\n<p>As of 12 August 2026, the Machinery Directive 2006\/42\/EC remains the principal machinery framework until the general application of Regulation (EU) 2023\/1230 on 20 January 2027. The official <a href=\"https:\/\/eur-lex.europa.eu\/EN\/legal-content\/summary\/machinery-safety-requirements.html\">EUR-Lex machinery summary<\/a> explains the transition. A project delivered across that date should state which legal regime applies and how the supplier will handle it.<\/p>\n<p>Depending on the equipment and installation, other EU legislation can also be relevant, such as electrical, electromagnetic-compatibility, pressure-equipment or potentially explosive-atmosphere rules. National workplace, noise, fire, building, lifting and environmental requirements may add obligations.<\/p>\n<p>Ask for the conformity deliverables in the contract:<\/p>\n<ul class=\"wp-block-list\">\n<li>Defined manufacturer, importer and integration responsibilities<\/li>\n<li>Risk assessment and applicable essential health and safety requirements<\/li>\n<li>List of applied standards and safety functions<\/li>\n<li>Technical documentation and drawings at the agreed level<\/li>\n<li>EU declaration of conformity or other required declaration<\/li>\n<li>Instructions and warnings in the required language<\/li>\n<li>Guarding, access, emergency stops and verified safety controls<\/li>\n<li>Procedure for partly completed machinery where applicable<\/li>\n<\/ul>\n<p>\u201cCE-certified\u201d is often used loosely. For most machinery, CE marking is a legal conformity process and declaration by the responsible economic operator; it is not simply a supplier-issued quality certificate.<\/p>\n<h2 class=\"wp-block-heading\">PPWR affects market demand, not machine approval<\/h2>\n<p>The EU Packaging and Packaging Waste Regulation, Regulation (EU) 2025\/40, entered into force in 2025 and generally applies from 12 August 2026, according to the <a href=\"https:\/\/environment.ec.europa.eu\/topics\/waste-and-recycling\/packaging-waste_en\">European Commission packaging-waste overview<\/a>. It introduces packaging requirements on a phased schedule.<\/p>\n<p>PPWR can affect the demand and specifications for recycled material, but it does not mean that any recycling machine automatically produces compliant recycled content. The recycler still needs traceability, quality control, customer approval and any application-specific authorization. Contract specifications should identify the actual product and claim the line is intended to support.<\/p>\n<h2 class=\"wp-block-heading\">Utilities and European site integration<\/h2>\n<p>Do not assume that \u201cEuropean voltage\u201d means one universal electrical supply. Confirm country, site voltage, frequency, earthing system, short-circuit level, transformer capacity, motor efficiency requirements, cable routes and panel environment. Also define compressed air, process water, steam or thermal oil, natural gas, cooling and wastewater interfaces.<\/p>\n<p>The supplier should provide connected load and expected operating consumption separately. Size transformers, pumps and treatment systems from concurrent demand and starting conditions, not the sum of motor nameplates alone.<\/p>\n<h2 class=\"wp-block-heading\">Water, heat and energy performance<\/h2>\n<p>Compare plants using a defined denominator: received input, clean dry flakes or accepted pellets. Record water withdrawal, recirculation, wastewater discharge, electricity, fuel and heat at a stable operating point. A high water-recirculation percentage can still allow dissolved contamination to build up if treatment and purge control are inadequate.<\/p>\n<p>Useful design questions include:<\/p>\n<ul class=\"wp-block-list\">\n<li>Which water-quality parameters control replacement and treatment?<\/li>\n<li>How are solids, labels, oils and dissolved contaminants removed?<\/li>\n<li>Can hot-water heat be recovered without compromising cleaning?<\/li>\n<li>How are standby losses and partial-load operation controlled?<\/li>\n<li>Where are utility meters installed for acceptance and production tracking?<\/li>\n<\/ul>\n<h2 class=\"wp-block-heading\">Noise, dust, emissions and wastewater<\/h2>\n<p>A generic machine noise figure is not a site noise guarantee. Obtain measurement conditions and evaluate the complete layout, building and worker exposure. Granulation and dry handling may need dust extraction; thermal processes may need ventilation and emissions review. Washing lines require wastewater characterization, treatment and a lawful discharge or reuse plan.<\/p>\n<p>Permitting work should begin before the layout is frozen because storage, fire protection, drainage, noise boundaries and residue handling can change the plant design.<\/p>\n<h2 class=\"wp-block-heading\">Factory and site acceptance tests<\/h2>\n<p>Agree the protocol before ordering. A useful factory acceptance test (FAT) states:<\/p>\n<ul class=\"wp-block-list\">\n<li>Representative material quantity and condition<\/li>\n<li>Stable run duration and permitted interruptions<\/li>\n<li>Input, output, reject and loss measurements<\/li>\n<li>Throughput, product quality and test methods<\/li>\n<li>Electricity, water, heat and consumables boundary<\/li>\n<li>Noise or emissions checks where contractually required<\/li>\n<li>Safety-function and interlock verification<\/li>\n<li>Documentation, training, spare parts and open-item list<\/li>\n<\/ul>\n<p>The site acceptance test should repeat applicable performance checks after installation with the final utilities, layout and operators.
